The Parameter Editor tool is not an alterable tool. The user does not need to make any adjustments to this tool.
Once this tool is located within the ROTMain it will become a link
between Internet Explorer or any html link and the program. This means
that if the user opens up a page using Internet Explorer within the
program and needs to change a parameter or alter a number this tool
will be the link that applies the changes within the program.
